Steps for PC:
-Extract the file
-Go to https://www.marcrobledo.com/RomPatcher.js/
-Put your Pokemon Emerald ROM in the ROM file section
-Put the .ups patch in the patch file section
Enjoy! Previous save files will work if you rename the save to the ROM file
This update was a classic case of me planning a small update, then not knowing when to stop adding things to it 😅 Along with a move and this update just took a little longer than expected. There is still some things I have to work out in regards to adding moves from later generations (why Sylveon and Dusknoir were delayed). Thank you all for the recent wave of support!
