Update [Shinki NEWS]

Sorry for the wait and confusion i finally got the time to update fanbox with the missing posts and some clarifications are due: commissions posts won't get a watermarkless version unless the commissioner is ok with it and i know everyone is wondering where the hextober posts are, i will post them only at the end of the project all together in one file.
