After seen Lady Margaery leave Tommen's chamber the other night Cersei has notices the two of then have been spending a lot of time together. She know her son need to pick a wife but she don't trust her enough to be the one.
Cersei need someone she can control lucky for her The Wolf Girl, Lady Sansa is at hand and willing to help her. Despite Sansa's inexpirecien Cersei know she will listen to her and it will make life easier if her son chose her.
Tommen might think he loves Margaery but a mother knows best. And Cersei is sure that whatever he feels is just a crush base on the little experience her son has.
