It's Meteo-san from Comet-san animated GIFs.
These animations are from a CG pack I made a long time ago. The animations were originally shockwave files and no longer have an easy way to view them. So I converted them to video.
メテオさんのGIFアニメです。昔作ったCG集に入っていたものです。元のファイルはフラッシュでもはや見る手段は限られているため動画に変換しました。
