I imagine ever since Cliff hugged him when he was drunk, he's been desperately hoping for a reason to do it again. Luckily Eugene is a huggy person anyway, and I think Cliff would just be like Right. We hug now, its a thing we do. And Eugene can't really find a problem with that...
