Every world and apartment has been emptied, and there are no inhabitants, save for 1 Maxis townie who you can delete once you've created a Sim. I've also deleted hidden households. It's Base Game Compatible, as only worlds from packs you own will show up. You can change the Season by right-clicking it if you have UI Cheats, or through the MCCC menu. I've also added a few little extra holidays.

Rename Worlds: Change the names of your worlds and their neighborhoods

Only the worlds from DLC's you own will show up :) (A missing DLC warning will pop up the first time you load the save, but if you continue and save, it won't alert you again.)
Save to C:\Users\....\........\Documents\Electronic Arts\The Sims 4\saves. (You can change the number if you like; it just needs 8 digits).
