This is a replace car, it replaces the pbus (Prison Bus).

mods\update\x64\dlcpacks\replace\dlc.rpf\x64\vehicles.rpf\
If your not using the "Replace Cars" mod, then use search in Open IV for "pbus",
and replace all results!!!
