Hail Dicktator 0.83 Changelog and 0.82 public release announcement

Version 0.83 will be released for early access in the next half hour. The public version is still uploading, but I have a doctor's appointment coming up (just a check up), so either it will be posted within the next hour, or delayed by 3-4 hours, but both versions will still definitely be released today.
