Added the ability to toggle upcast cost for individual activities.
Bug Fixes:
Fixed a bug that caused all mana consumption changes to be ignored when upcasting spells.
Fixed a bug that caused cantrips to always cost zero mana.
Fixed a bug that caused activity sections to duplicate when closing a window without saving.
