Tier 3 Prompt Submission update

Making some changes to how supporters submit ideas for voting animation, the full rules are as follows:

1.) Every 3rd month is a themed month to something I choose.

2.) If the same series wins twice in a row, It'll be out of contention for the next prompt.

3.) If a character wins, they are out for 2 months.
