This is the first naughty scene of Celine in the game and the picture above is how it ended up. Required for this to happen, is that she feels slightly comfortable around you. So if you did not act as her previous douchebag landlord, you probably have seen this scene.
Why can you be constantly mean to Celine? And why does she not have chat options at the end of chats? There is a good reason for this regarding her direction. It will be properly explained and voted on in the future, when she has seen more content.
This first scene of hers was initially designed to be more intimate and without underwear.
However, it felt much too rushed for both angles: her masturbating as well as seeing her nearly completely nude. The main draw for the girls is romance and intimacy, which, once built up, will make such scenes far more enticing.
Yet the dilemma remained, that there should be at least some level of romantic / erotic tension happening early in a girls appearance to the game. As a result, the scene was kept and changed a bit to dial down on both afformentioned angles.
In the final version, she is now wearing underwear and the masturbation still happens, but is only implied. You do get to tease her a bit for it, later on, and she will have plenty of opportunities to make up for such an early leave...
