Here is a little tutorial i made for an animatorfriend called Zayd. Maybe it helps a little.

i've done it pretty fast so i apologise, it's kind of rough.
I've added the clip file.
The trick is to make use of the S curve/motion. Once the wind changes it's direction there will be a slight followthrough of the hair around the tip.
For cloth it's important to think about the volume of it. Make sure you do not resize too much.
To get more depth onto the hair, it's helpful to let the hair strains overlap.
Of course shading will also greatly benefit the overall piece.
