Thank you everyone for your support. Finally she is now a part of the new mod setup "RigmorTamriel" and is one of the first characters you will see upon beginning the quest.
Spent a little time in "Outfit Studio" to make the Jarl Clothes fit for a child, this is how I always saw her, and Tiffy did an amazing job bringing her to life within the game.
