Q: Where can I find the toggles now? A: Play->Preparation->Contract Terms
Q: Where are Presets/Content Locking? A: They will be reimplemented in a less buggy, more functional form in a future menu update. The reworked Toys and Kinks toggles should cover some of the prior usage of presets.
