Update for Member Tiers

Due to increase in demand I've made some following updates:

Two new available slots for Pearl Tier

Two new available slots for Diamond Tier

Double Platinum members can now permanently request their own OCs

If you're looking at get a place in there, now is your time to do it before they're all filled!
