The modern equivalent of the tarot's Hanged Man, "Hang in There, baby!" is a photo everybody seen it being referenced in movies or as a joke about a cat hanging in a clothes line, barely holding himself while gravity's doing its job.
That was the first photo of a cat doing cat things, and people love it - so much the photographer earned a bunch of money selling copies of the original photo.
Anyways, that's the reference behind this scene: the catgirl is trying to flee from the guards, but she was disguised as a maid in a tavern and when preparing to go to bed, someone snitched her location and called the cops on her. She's now doing her great escape while her roomates are complaining about all the noise she's making.
Even with angry guards, roomates and rough circunstances, the catgirl keeps on hanging. She just have to hold a little longer the metaphorical clothes line until she can reach the other building where the opportunities (of never getting caught by the lengthy arm of the law) are residing.
