Ellie's in game body, but with nipples added. Her topless textures utilize her in game textures for the normal map of her nipples. In the final version the developers removed the color of her nipples, but here I restore them.
There's another version of this on Nexus Mods but mine it better because I painstakingly removed almost all of her bruises and wounds that are normally on her chest and arms. :) I also tried to minimize the neck seam issue, but it's still visible at some angles.

Ellie Topless Mod
Please don't redistribute this, I probably won't make this one public either. Due to current limitations she does need to have the pants on and her lower half can't be swapped. Replaces Ellie's "Aquarium" skin, so just swap to that! I'm also included a combined version of Abby nude and this mod I think will work.
Install
You need TLOU 2 pc, and ndmodloader installed https://www.nexusmods.com/thelastofuspart2/mods/32?tab=description
Then drag the contents of the zip into your "mods" folder. This will conflict with other model swap mods! This includes another one I'm going to share soon but I can make a combined mod maybe.
The mods need the 1.4 version of the character bin files installed. Get that here: https://www.nexusmods.com/thelastofuspart2/mods/378

If you want the version with Abby, Abby's model swap also needs the Dev Menu unlocked to work: https://github.com/ChartedClickers/NdGameSdk/releases/tag/1.0.0-61-779a0dc4%2B3-main Download the first .7z file, unzip and open it up to \bin\T2R\RelWithDebInfo\ and drag those 4 files into your The Last of Us Part II game folder. This should have the dev menu unlocked, and if you want to get rid of the fps overlay go to ctrl ` to open the menu and the Display>MsgCon> Disable Fps
