True rule comes when the weak submit willingly. When they crave their own domination. Be the kind of man who they want to serve. Provide an ideal, be a King, a God, a Hegemon.

Hegemony is a twisty concept best elaborated upon by Antonio Gramsci and then further elaborated upon in Althusser. It describes the way in which the ruling class creates consent to their rule, both through material factors but also through creating the cultural and intellectual conditions so that their authority seems naturalized. In his time as In ours we experience what can be considered a Crisis of Hegemony, where the previous leading class interests can no longer sustain or justify their rule through the consent of the governed and must resort to more repressive apparatuses as dissent proliferates. However this crisis provides the opportunity for a struggle to determine the new leading class capable of laying out their own leading project and ideological authority.
