Among the many doctrines that shaped humanity's expansion into the stars during the early twenty-second century, few were as influential—or as quietly prudent—as the Grissom Protocol. Established in 2122, the protocol became the foundation of Alliance exploration policy and governed humanity's interaction with the dormant Mass Relay network for nearly three decades.
Origins
By the 2120s, humanity's expansion was proceeding at an unprecedented pace. The invention of the Fedorov Translight Engine had rendered vast regions of space accessible without reliance on Mass Relays. Within the Local Cluster alone, the Sol system and its neighboring stars saw the establishment of fifty-six colonies within a fifty-light-year radius. Combined with more distant settlements, humanity controlled nearly one hundred inhabited worlds.
This rapid growth sparked a fierce political debate within the member nations of the United Nations.
One faction argued that there was little need to activate additional dormant relays. Humanity already possessed more territory than it could easily govern, and opening unknown relay routes carried considerable risks. The builders of the relay network—believed at the time to be the long-extinct Protheans—remained an enigma. Some feared encountering advanced alien civilizations, hostile powers, or even unknown cosmic phenomena capable of threatening humanity's survival.
The opposing faction viewed the relays as too valuable to ignore. Even the fastest slipspace vessels could not compete with instantaneous relay travel. New relay routes promised enormous economic benefits, expanded trade networks, faster communication, and unparalleled military mobility. Furthermore, any civilization dependent on Mass Relays would inevitably view relay junctions as critical strategic choke points.
For years, discussions remained deadlocked.
The Sagan Expedition
The breakthrough came through the efforts of Captain Nathaniel Grissom and the exploratory vessel SSV Sagan.
Working alongside the ship's AGI, Bulodet, Grissom's crew successfully calculated the spatial alignment of one of the primary relays located within the Arcturus system. Through extensive analysis, they identified its paired relay as being located within the Exodus Cluster.
Rather than immediately activating the relay, Grissom proposed a different approach.
Over the following nine months, the SSV Sagan and three additional exploratory vessels conducted extensive surveys throughout the Exodus Cluster. By the expedition's conclusion, more than eighty percent of the cluster had been mapped, including the locations of major systems and secondary relay routes.
Only after this reconnaissance effort did Alliance High Command, with the approval of majority of UN member states, authorize activation of the Arcturus–Exodus Relay.
The success of the operation established a model for all future relay exploration.
The Protocol
The Grissom Protocol's central principle was straightforward:
No primary relay leading into unexplored territory was to be activated until sufficient survey operations had been conducted within the destination region.
In practical terms, this required exploration vessels to map star systems, identify potential hazards, locate secondary relay connections, and evaluate strategic risks before large-scale traffic was permitted.
The protocol balanced caution with expansion. It allowed humanity to benefit from the relay network while minimizing the dangers associated with blindly opening pathways into unknown regions of the galaxy.
Though some critics viewed it as overly conservative, supporters credited the Grissom Protocol with preventing numerous potential disasters during humanity's early interstellar age.
Today, the protocol remains one of the defining examples of Alliance strategic planning—a reminder that exploration is most successful when curiosity is tempered by preparation.
