So, instead of training their agents, they took girls, erased their memories, and implanted a mind control system.Each Doll had a role: some were discreet assassins, others served as Bison's bodyguards, others performed surveillance, infiltration.They had no lives of their own. They lived in Shadaloo military facilities, constantly training until they became perfect human weapons.The most famous of them is Cammy, who was actually not just another Doll: she was a clone made to serve as a backup body for Bison in case his was destroyed.

They created their own "human product": the Dolls, a squad of perfect agents, modified, trained, and conditioned to serve exclusively VIP clients as bodyguards and sexual attendants.The result is flawless womens, the elite pay millions to have an "exclusive Doll" for a few hours or days, as they are extremely competent in all the services they offer...Shadaloo, of course, pretends that all this is voluntary, that the Dolls are “highly paid professionals,” that they “chose this career", but this is far from the truth... While SDPO's department deliver pleasure to everyone, Shadaloo sells exclusivity and privileges. And, for its clients, nothing symbolizes this luxury more than walking escorted by a Doll. The competition between Shadaloo and SDPD has, in practice, become an open war for who controls the global market of “sexual services.”
