If there is one location that oozes the spirit of cyberpunk stories, it's a sleazy hotel with flickering and humming fluorescent lights in some rundown and neon-lit part of the rainy city.
Here's a small hotel with a reception area and a single floor of rooms. There are stairs and an elevator to the upper floor with possibly more rooms or other recreational facilities.

This map features a small, sleazy hotel on two levels. The reception area and a small cafeteria are on the ground floor. The rooms and bathrooms are located one floor up. There is also a stairway and an elevator leading out of the map to the upper floors.
