He noticed that not a single Asian person was present with the negotiation team, likely to make sure nothing could be leaked back to any other Asian power. There were five people in total, with binders and notebooks in hand, along with a giant screen that was wheeled in later on.

Once the setup was done on the screen, and the laptops were properly connected, everyone else left the room, save for him, Alcina, and the five members of the negotiating team. He looked up as the tent, which was slightly translucent until now, was slowly darkening as an extra layer of metal was apparently being laid on top of the tent.

“A faraday cage, huh?” He whispered, understanding that they really had pulled out all the stops to make sure nothing leaked out of here. Even if there were some bugs they missed, they were just going to make sure nothing came in or out of this place. Well, not if there was a wired connection or if magic was involved or if Quantum Communication was used and many other methods, but he supposed that for a government that was focused solely on the technological aspect of the world, this was as good an attempt as any.

Straining his senses for any disturbance in the energy around him, he found none and assumed that Selene really had taken care of Sinister and any plots he might have had. He was curious as to why, but he was not going to let the thoughts of that ancient mutant hamper him in the current meeting.

“So,” The lead negotiator, judging by the position she had taken, spoke up first, looking absolutely relaxed in the presence of someone who had shaken the entire world at once, “Let me begin. I am Dr.Elizabeth Hartwell. I have served at the UN as an ambassador for multiple countries. I have extensive experience in crisis handling and negotiations, and let me just say this, I have never encountered a situation as unique as yours.”

He flashed her a smile, leaning back in his chair, projecting an air of nonchalance, “I assumed so. It’s not every day a being of Ghidorah’s calibre is revealed to the world.”

Her eyes flashed at that, “You mean to say there are more?”

“Oh, almost certainly. Not on Earth, mind you, and certainly not as strong as Ghidorah, but there are countless beings the same size as Ghidorah roaming the Universe.”

“So, it is an alien?”

He gave her a confused look, “Yes? Wasn’t that obvious?”

He heard the sound of scribbling as the others were frantically taking notes, as if every second of this meeting was not being recorded by dozens of cameras and even more mics at once.

“I see. That is good to know.” He was pretty sure that was sarcastic.

“Are you an alien?”

“What? No. I am a human. An enhanced once, sure, but underneath is human, I can assure you.” He explained, liking the tempo of the conversation. It was not as tense as he had expected it to be. He supposed her experience at crisis handling was useful, even if the crisis itself was one of a kind.

“I see. What are your goals?”

He gave her a look. What was this? An interrogation?

He shook his head, “We are not here to talk about me. We are here to talk about the country or countries that you represent and find the middle ground between your countries trying to hunt me down and me ordering Ghidorah to glass entire cities.”

As he finished his statement, the entire atmosphere of the room changed. Everyone straightened up, save for the lead negotiator, Dr.Elizabeth, who just looked at him with a flat stare, as if he was someone stupid and not, atleast from their perspective, an incredibly powerful man commanding an even more powerful monster.

“That is what I wish to know. What do you want? Based on that, we can come to an agreement or continue negotiating. That’s how negotiations work.”

He ignored the underlying meaning of her calling him stupid in so many words and gave out his first demand, “I want 50 billion US Dollars.” There, an unreasonable demand, especially since he hadn’t even told them of all the ways he could help them in their space exploration. Ghidorah alone would be more than enough to transport—

“Done.” She didn't even blink as she replied, “Next?”

His thoughts abruptly halted as he looked at her, up and down, as if questioning something, and then spoke up, “Do you even have the authority for that?”

“Yes.” She replied flatly, as if that much money was nothing, and in hindsight, for a multi trillion dollar economy, it was indeed nothing if security could be guaranteed, but she didn't even ask him about that. Suddenly, his demand seemed much more reasonable, in hindsight.

Moving on, he spoke up his next demand, “I want to be a free man. I want total freedom of movement around the world.”

Her face creased at that, before she nodded, “It can be arranged, provided you travel alone,” then her gaze slid to Alcina, who was standing right behind him, “or with any of your humanoid allies.”

Well, that was expected. The mere sight of Ghidorah was bound to induce panic in any city or country. Plus, he could just as easily disguise himself if need be.

He was going to ask for a safe place to live, but suddenly coming into possession of tens of billions of dollars meant that he could theoretically buy anything he wanted.

“I want all my previous crimes to be ignored.”

The faces of her team soured at that, but Dr.Elizabeth remained steadfast somehow. Only asking the question that was undoubtedly on the lips of everyone else.

“That cannot be done for free. I will need something in exchange for that.”

“Fire away,” he said, nodding at her.

She looked at her notes before taking a deep breath and looking at him. It was the first time he had seen even a hint of nervousness on her face, “We want guarantees that Ghidorah will not be appearing anywhere near the Americas.”

When he remained silent and gestured for her to go on, she did so, “We would also like to conduct some tests–”

The air gained a static as he leaned forward, making his displeasure about the word known, as she hastily spoke, “--if you are amenable.” The static in the air disappeared. A nifty little trick that combined the intimidation from being part dragon and commanding thunder and lightning to a small degree as a Thunderbird hybrid.

“The United States can call upon you for a single time to deal with an attack on the mainland.” She stated, looking at him for any reaction before continuing, “Ofcourse, in return, should you accept, the government of the United States can make appropriate movement centers for Ghidorah and make sure you are afforded all the appropriate rights.”

He nodded at that, neither agreeing nor rejecting the offer. 

“The world will need assurances of some sort. So a public display of…”

Then, she spoke up of ways they could fool the rest of the world. By showing Ghidorah leaving the planet, which was just delusional as they certainly did not have the capability to fool the rest of the world, or to show Ghidorah being blown apart by some of the missiles, only for Ghidorah to remain underground and surface later on. 

The most ludicrous one he’d heard so far was to show him as the victim of the monster. That he was the one who was being controlled by the vastly more powerful alien monster, and then make a show of him valiantly fighting against the intruder and ultimately slaying it in battle, making him the hero of mankind.

Sure, it could work, but he could just see dozens of ways it could be undone by an interested party. Hell, he could think of multiple ways this could go without magic.

Shaking his head, he straightened up, as the attention of all five of them snapped to him once more. He had spent the past 10 minutes or so inside his own mind, trying to see the merits and demerits of his actions, “I believe I can agree to some of the conditions.”

Dr.Elizabeth nodded.

“I can agree to restrict the movements of Ghidorah. In fact, you can tell everyone that Ghidorah will not be approaching any populated country without permission unless there is a crisis.”

She narrowed her eyes on him, “Define Crisis and permission.”

“Crisis as in an Alien Invasion, Alternate Dimension spillover, Hell invading, Reality warpers getting out of control, genocide, and more. Permission as in the head of state calling me in, or a majority of the people calling me at once.”

She shook her head at him, “That makes no sense. Alternate dimension? Hell invasion? Reality warpers? Half of those scenarios don’t exist. As for genocide? That is a broad term that can be–”

“No, it is not. Genocide is the systematic killing and hurting of a specific race, religion or color of people. Corralling them into cages, or removing their ability to have children. All of that is Genocide. I am not an Eco hippie who will flip out and invade countries because humans made another species extinct.” 

Her face remained in the same position as before, in a frown, “That…complicates things.”

“Ofcourse, it does.” He agreed with her.

“Can you set aside that single clause? The rest, I can see them agreeing immediately, but that,” She trailed off, realising that she had no other option.

She cleared her throat at the realisation, “I will relay that to the President. I don’t have the authority to decide that.”

He nodded, “Fair enough. Secondly, I will not be your country’s attack dog. Unless and until the country faces an existential threat, I will not be moving. Internal issues are your own to deal with.”

She nodded at that, “That can be agreed to.”

He then clapped his hands, making everyone in the room flinch, “Now, let’s come to some of my demands, now that my crimes can’t be erased.”

“I will be establishing a country of my own. I’ll buy any island from the money you give me, or I’ll just create my own; it matters not.”

“You can make islands?” She whispered to him. He grinned at her, “Oh, you have no idea what I can do.”

“I want my country to be recognised by the UN, whatever value it might have these days. It will be a monarchy, ofcourse. I will be the King. That is the easy part. Here comes the hard part, the country will be populated primarily by mutants.”

Her eyes widened at that, realising the implications of him doing something like that. The various governments around the world could suppress mutants as a whole, but that was when most mutants were isolated or operated in small pockets.

What could they do if most mutants had a place to regroup to, a place to live freely, and more importantly, grow their powers, under the umbrella of someone the world couldn’t touch?

He smiled at her, almost gently, and yet, it hid something far sharper. He had been thinking about this ever since he received the invitation for this negotiation. Things were clear to him from the start. 

He could not allow himself to be subordinated to some other country. It had to be an equal arrangement, and while he might be equal to most countries on the planet in terms of firepower, especially since the Ancient One had neutered their biggest weapons of mass destruction, he was but one man, plus familiars.

He needed something to equalise the playing field. Also, he needed to do something about the mutant apocalypse headed their way. So, with that in mind, he decided to combine both the things and become the head of a new country, the foundation of which will be Ghidorah and his deterrence, until the country’s firepower can be brought up to match the rest of the world.

An easy task if the powers of multiple mutants can be leveraged properly.

“What,” She spoke as the sound of gulping was evident to his enhanced senses, “What will the country be doing?”

“Oh, nothing much. It will be a paradise for mutants, and any people who might want to come there. I will welcome most people after it is set up properly.”

“How will you fund such a thing?” She countered, and you know what, a fair question.

Instead of answering, he asked her a question of his own, “Dr.Elizabeth. Tell me. What will the countries be paying me if I can guarantee a weekly flight to and from the Moon with a dozen people and their equipment?”

Her eyes widened as she whispered, “It can travel freely through space.”

“Or what? Did you think that something as massive as that came here in a spaceship?”

Then, he continued, “What of a daily trip to Orbit? A monthly trip to Mars? A biannual trip to the edges of the Solar system? Beyond that?”

“You tell me if such a thing can fund my country or not. Also, this is just the transport fee. Do you know how much Vibranium,” He could hear the muscles in everyone’s neck straining as their gazes snapped to him, “--is there in the galaxy? Just waiting to be brought back and mined?”

“You don’t understand, Doctor, this is more akin to a declaration than a negotiation. I will make sure everyone knows of it soon enough. Conveniently, this solves most of my issues.”

“Now,” He stood up, as all five of them scrambled back, “If you’ll excuse me, I have an entire world to address.”

There was a shrill roar in the distance, as he floated off the ground, Alcina following him in wind armour as he floated to the door that was locked from the outside. It didn’t even take a second for him to shear through the material with his wind. The alloy outside proved a little tougher, but even that gave way to his wind, as he looked at the dozens of people outside, looking at him dumbly.

They probably didn't know what had happened inside. Miraculously, none of them fired at him or ordered someone else to do so as he began gaining altitude. Ghidorah was already waiting for them, as he looked down at some of the tents flattening due to the wind pressure, and at the people fleeing away.

The jets in the distance did nothing as he flew away with Ghidorah, his gaze never straying from a section of the air that looked normal, but it was anything but normal to his senses.

He smirked at the Wakandan Jet nearby.

He was on his way back to Antarctica when he felt them. The iconic X-jet headed his way.

As for the Americans? He could predict what their response was going to be. Vague at best. They were going to conclude that the negotiations were successful and Ghidorah was not going to attack any population centre, which was true.

In a manner of speaking, they also now knew more about him, so he was not a completely unknown entity to them, which should be enough to calm more than a few of the countries.

As for his claims of starting his own country? Well, that was good news for then, atleast in the short to medium term. Because that gave him footing in the world, a place that could be used as leverage.

A permanent settlement of a monster. He wagered that most of them were already drafting agreements between him and the countries about space travel and more.

After all, what better way to make sure mutants were not just integrated into communities but accepted with open hearts than to kickstart the next stage in human technology?

He didn’t slow down even when the X-Jet became visible, instead opting to land slowly, back in the same palace as before, which was stripped clean, with clear evidence of people combing through everything in that place.

He snorted at that. Typical Fury and his paranoia.

Ignoring that, he turned to the X-jet, out of which came Magneto, and if he was not wrong, there was even a hint of joy on his face. Conversely, a hint of concern and wariness was easily seen on Xavier’s face.

Before any of them could get a word in, he asked them, “Do you have a way I can address the world? Before the PR teams have time to craft a narrative?”

Both Magneto and Xavier exchanged looks. 

“What will you be saying?” Xavier said, but Magneto interrupted the man by a simple, “Yes.”

He raised an eyebrow at the disapproving glare from Xavier as Magneto took out a phone, “It should be ready in an hour.”

Perfect.

As for Xavier’s question, “I am going to declare my presence as a mutant to the world. We are going to create a country.”

Xavier opened his mouth to object for whatever reasons he might have, but he beat the bald telepath to the punch, “Look, Xavier, it is happening, whether you like it or not. The world is not going to leave me alone, so I might as well do something about it. If you want to make sure it happens correctly, then you might as well get involved.”

Xavier shut up after that, gaining a thoughtful look at that.

After an hour or so, he was standing in a clearing, with a dozen people all around him, most of them mutants, manning the cameras on him. He was standing on top of the center mouth of Ghidorah, with all three of them focused on the camera.

“3…2…1….LIVE!” One of them shouted as that was his cue to speak.

He smiled at the camera. Time to put on a show, “Greetings, Everyone!”

As the stream wrapped up, he smiled at the TING! he heard in his mind. Opening it, he saw..
