To use a downloaded MP4 as a live wallpaper/video screensaver, a separate program is required. There are several free or paid programs available, and you can download them from the Microsoft Store. It appears to vary by Windows version, but if you search, you will find various tutorials :D

🍏 macOS

You can also set this up on a Mac using third-party apps. Most of them seem to be paid apps. If you search, various options will appear. Just like Windows, there are separate video screensaver and live wallpaper apps. If you install the app, you can set an MP4 as a screensaver or wallpaper.
