The Hollow Angel - A CR 9 celestial frozen and trapped, unable to fly with weeping rivulets of holy rime

Hello y'all!

This week i have for you all, the Hollow Angel! In Íslöven, souls do not pass on to the afterlife, and instead, freeze over and are forever longing and wandering, searching for warmth. I thought to myself "surely, if a bunch of people kept dying the same area, some kind of celestial has got to have taken notice of that since the souls refuse to pass on," and the answer to that question, is the Hollow Angel! A celestial sent down to help pass the souls onto the afterlife, but instead of succeeding, was frozen over by the curse that plagues the land and now stops the angel from returning to its home plane, resulting in a forever lamenting and mournful angel!
