One of the other ideas I had while coming up with Cherry was a pervy Rocket Executive. Fired from her high-ranking job at Silph Co. for repeated HR violations, now she runs an all-female branch of Team Rocket. She could make up pervy "jobs" for her underlings, misuse funds to buy them cute costumes, punish them by turning them into gagged maids... think of the possibilities!
