Current implementation is that they will say some random lines apart from the INTRO lines(the ones that they say when you interact with them). The feature will be expanded into some unlockable events like it use to be, way back in Tech Demo. This means that difficulty for unlocking certain Targets will return.
I also planned to update the Target Screen and make the information more of an unlockable. Now, level perks start hidden until you level up the target. On top of that, it will now highlight the target's current level's perk
For Android players, REJOICE! I added a cheat menu (Patreon version only) so that your days of messing with the console is OVER! *available for Windows version as well
Also, Amano Chloe level cap is unlocked!
