This stems from a thought I had last night
Lore-wise, what if Waste donned The Crow inspired makeup early on in her revenge campaign against the Udren Empire? Months in she realized "Oh shit- I'm actually kind of unstoppable." And for a brief period, she tried on black and white face paint (that may or may not have been toxic). It didn't take long for it to become annoying and pointless to her so she stopped. She still thought it was cool until telling Cooper years later who thought it was corny.
Waste's always had a huge ego, it's just part of who she is.
