The attached dev version zip is the latest Complementary dev version pre-patched with Euphoria Patches. The mod is not required; it can be installed like any other shader.

The photonics JAR is attached, can also be downloaded at the alpha-versions-releases channel in the photonics discord server, from there you can also get future versions until 0.3.1 is published on Modrinth. This is only 1.21.11 fabric for now, requires the mods Fabric API and Mod Menu to run. Only photonics 0.3.1 works, not the 0.3.0 version from Modrinth. Make sure to use the latest jar. Even if you already have Photonics 0.3.1 downloaded, replace it. The jars are all called 0.3.1 - but only the latest one works as expected.
