The Eagleton president is looking over a report in her office. The country is dollars away from being bankrupt due to military spending, but they can't get officials to stop raising military spending and budgets because it's popular and gets votes. The country is stuck in a perpetual cycle of raising budgets and spending despite not needing it. Her advisor says she has a radical idea to turn people against military spending, and the exasperated president immediately gives her full control over the program.
Eagleton institutes a mandatory draft again. Citizens grumble at first but given how strong they perceive the military to be, they accept it as a safe position. The draft is expanded and applies to more ages and more groups of people, but again that doesn't work to drive dissatisfaction and change. People just accept it as patriotism. After some planning, the advisor has another plan that will anger even the dumbest militaristic patriot. She plans to open a military branch called the Missy Corps tasked with training, dressing up, and transforming all recruits.
We fast forward a few years and after much confusion and initial rallies against it, the Missy Corps is wildly popular and successful. A shocked and horribly frustrated president has been given a lifetime rulership for this wonderful plan. The military budget has gone all in on the Missy Corps, shutting down all other branches of the military.
Other countries adore the Missy Corps members, skyrocketing Eagleton's popularity and bringing about world peace. Foreign nations rush to Eagleton’s side and sign many hasty treaties just so they can get their own Missy diplomats and embassies, which pleases their populations.
