This might be a deeper cut for some of you but these characters are from the 90s anime Tenchi Muyo. The character getting the buzzcut is Ryoko and Tenchi is the one reluctantly giving her the buzzcut. Though he seems unsure about it, she seems very pleased with it. It’s a fun series if you can find it to watch.
