After giving it some thought for a few days, I have decided that if I implement a quarterly cooldown in the Poll starting next month, I will not apply it to the Roulette for now. I need to consider a bit more whether I should apply a cooldown to the Roulette itself. As of now, I am somewhat negative about applying a cooldown to the Roulette.
