Here's some basic written instructions:

In Photoshop:Cut up layers, making sure your stars are on their own separate layerSave the document as a .PSD (Photoshop file)

After Effect Composition Setting:Size: 1920 x 1080Frame Rate: 23.976Upload your PSD onto your timeline. File > Import > Select your PSDDrag it onto compDouble click comp so you can see your separate layers.Duplicate "Stars" layer (CRTL + D) and call it "Glowing Stars"Then add a Solid Layer: Layer > New > Solid. Make sure it's black!Add Turbulent Noise effect to the SolidApply these Turbulent Noise effects:Change Fractal Type from Basic to DynamicContrast to 634Brightness to -5Alt click Evolution and apply: Effect (Turbulent Noise)(21)+Time*2000If the stars are moving too quickly, change 2000 to a smaller number.Change the "Glowing Stars" layer mode from Normal to ScreenApply a Track Matte from Glowing Stars to Black Solid LayerChange Track Matte to Luma Matte
